Multiple high-pressure steam boiler plant replacements at Fremont Correctional Facility including B-3 pony boiler (2017) and B-1 boiler (2020) with dual-fuel capability, PLC controls, and flue-economizers.
SEC designed multiple high-pressure steam boiler plant replacements at Fremont Correctional Facility. The central plant consists of three boilers: B-1 and B-4 at 600 boiler horsepower each, and B-3 at 400 boiler horsepower. The project was executed in phases, with the B-3 pony boiler replacement in 2017 and the B-1 boiler replacement in 2020.
All replacement boilers feature dual-fuel capability for natural gas and No. 2 fuel oil. Key systems include atomization air compressors, variable speed drives, and flue-economizers for waste heat recovery. Controls utilize Allen Bradley PLC systems with a boiler master panel. The B-1 boiler was additionally equipped with a direct digital control system, fuel oil and natural gas meters, and steam meters for comprehensive monitoring.
The design included a temporary docking station for emergency boilers to maintain steam service during construction. The B-4 boiler was also retrofitted to match B-1 and B-3 controls for plant-wide consistency. B-3 replacement was completed in 2019 at $862,000, and B-1 replacement was completed in May 2022 at $750,000.
